esprit picasa was working nicely when all of a sudden one day this message appeared: "You do not have permission to upload files."

What does it mean? What should I do?

Please, could you provide more information? The screenshot would be probably the best but at least I need to know when does this error appear (administration, inserting image into posts from we album, displaying image in post etc).

Could you also check if something hasn't changed on your hosting as this error seems to me like some1 just changed write permission in plugin directory or something like that.
